Oklahoma substitute teacher arrested for alleged relationship with 15-year-old boy, woman is reportedly wife of town's police chief and daughter of mayor

A former Oklahoma substitute teacher is accused of engaging in an inappropriate relationship with a 15-year-old student. The woman involved in the purported teacher sex scandal is reportedly the wife of the town's police chief and daughter of the mayor.

Former Wellston High School substitute teacher Emma Delaney Hancock was arrested on Thursday. The 26-year-old was charged with two counts of soliciting sexual conduct or communication with a minor by use of technology and two counts of lewd or indecent acts to a child under 16. Hancock was released after posting a $50,000 bond.

KFOR-TV reported that Hancock is the wife of Wellston Police Chief Alfred Hancock and her father is Wellston Mayor Paul Whitnah. The case is reportedly being handled by the Oklahoma State Bureau of Investigation to avoid a conflict of interest.

According to the affidavit, the substitute teacher began communicating with the student in October 2022. Hancock allegedly received the student's phone number through a school assignment.

"It started evolving into a more personal type of text message and they became sexual in nature," said interim Public Information Officer for the Oklahoma State Bureau of Investigations Gerald Davidson.

KWTV-DT reported, "After a few weeks, the teen allegedly sent a shirtless photo of himself to Hancock through Snapchat."

According to the affidavit, Hancock replied to the boy, "Are we sending half naked pictures now?"

The teen allegedly responded, "I don't know, are we?"

She reportedly replied, "Are you trying to get me to lose my job?"

Court documents claimed that Hancock and the teen exchanged nude photos and videos of sex acts.

The boy reportedly told investigators that they met privately at school to "make out." The student allegedly visited his teacher when she was on her lunch.

The teacher open-mouthed kissed the student in a high school classroom closet on two occasions, the affidavit said. Hancock purportedly touched the teen inappropriately during the second time that they kissed.

The school found out about the alleged child sex crime by the teacher in November.

Wellston Public Schools superintendent Mike Franz said, “As soon as we became aware of the allegations she was removed and not allowed back on campus. We cooperated with OSBI and other agencies closely through the investigation.“
