Ex-cop sentenced to 20 years in prison for sexually assaulting teens, feds say she lured a boy to have sex in a church parking lot

A former Texas police officer was sentenced to 20 years in federal prison for sexually assaulting at least two teen boys.

Delia Ruiz – a 31-year-old ex-cop of the Friona Police Department – was sentenced to 20 years in federal prison by U.S. District Judge Matthew J. Kacsmaryk. Ruiz had pleaded guilty to one count of enticement and attempted enticement of a minor in January.

According to the plea agreement, Ruiz admitted to having sexual intercourse with a 16-year-old boy in the fall of 2020. She continued the sexual relationship through spring 2021 – when the victim turned 17-years-old.

Ruiz reportedly met a second victim at the first victim's house.

The former police officer said she sent him "flirtatious" messages on Facebook Messenger. She informed the boy that "she was going to take a shower," and included a "winky face" emoji, according to court documents. She confessed to having sex with a 15-year-old boy in the spring of 2021

"While in Ruiz’s vehicle, Ruiz and [John Doe 1] discussed him being a student at Bovina High School. Ruiz and Doe-l kissed and engaged in sexual activity in her vehicle. This occurred at least three times with the last being in June 2021,” the plea agreement states, according to Law & Crime. "From between approximately May to June 2021, Ruiz sent Doe-l flirtatious messages, as well as photographs of her breasts, vagina, and buttocks, and videos of herself masturbating."

Ruiz reportedly lured the boy for sex at a parking lot of a church in Bovina, Texas.

"She sent the child flirtatious messages and arranged to meet him in a church parking lot for sex in her car on at least three occasions," according to a press release from U.S. Attorney for the Northern District of Texas Chad E. Meacham. "She sent him sexually explicit photos and videos of herself and warned him not to tell anyone about what they did because she could get into 'big trouble.'"

The feds say the former police officer "sexually assaulted at least two teenage boys."

Ruiz allegedly sent explicit photographs and videos to a third victim – who was "16 or 17 years of age," according to court docs.

The plea agreement states, "Ruiz described the reason she had not had sexual intercourse with Doe-3 was because she had not been afforded the opportunity."

An investigation into Ruiz was launched by the Texas Rangers, Federal Bureau of Investigation's Dallas Field Office – Lubbock Resident Agency, and the Amarillo Police Department. Following the investigation, Ruiz was arrested in October 2021. She was then fired from the Fiona Police Department.
